Personal views can be stored in one of two places - inside the database or in the users Desktop file.
If the second case is true, then pehaps they deleted that file.
Also, if you remove a database from your Notes desktop / bookmarks, I think Notes would removed any private views (with a warning message though)
Update : I've also seen this when an administrator has "moved" a database to a different server via a replication or Notes Database Copy, as private views would not be carried over.
